Press Ctrl+R key
Open the run command
In run command
Type control panel and hit enter
Click on speech recognition
If you don't find then search speech recognition
Then click on text to speech right bottom side
Now open the new speech properties

Write or paste text and click on preview voice
Check with your microphone is connected to your computer.
Set slow, normal and fast speeds.
A Speech Recognition bar will display at the top of the screen when Speech Recognition is open
